Establishes the local agency infrastructure disaster relief fund in the state treasury with a maximum balance of $12,000,000 at the beginning of each fiscal year to provide grants to local road agencies for disaster-related infrastructure needs.

Creates a 9-member local agency infrastructure disaster relief board consisting of 7 voting members appointed by the County Road Association of Michigan and Michigan Municipal League representing counties and cities of varying sizes, plus 2 nonvoting members appointed by the state transportation department and department of environment, Great Lakes, and energy.

Board may approve grants for engineering design, environmental services, construction or repair, and monitoring of local infrastructure projects following a demonstrated need by local road agencies, with grant decisions required within 90 days or applications are automatically approved.

Board must submit annual reports before October 1 to relevant legislative committees detailing the number of grant applications, applicant names and approval status, local match amounts, and cumulative grant awards with purposes identified.

Board members serve 2-year terms, meet at least quarterly, operate under open meetings and freedom of information laws, and may employ professional staff or contractors for administrative and technical assistance.
