Amends the Police and Fire Protection Act to define "qualified city" as either a city with population less than 15,500 or a city with population 15,500 or more if voters approve special assessments for fire and police services.

Prohibits townships, incorporated villages, or qualified cities from using the act to reduce the number of paid full-time firefighters.

Requires cities with population 15,500 or more to obtain majority voter approval before imposing or increasing special assessments for fire and police protection under the act.

Applies the act's provisions to townships, incorporated villages, and qualified cities uniformly.

Effective upon passage (Sine Die).
