Beginning January 1, 2023, prohibits manufacturing, selling, offering for sale, or distributing food packaging in Michigan to which PFAS, bisphenols, or phthalates have been intentionally added in amounts greater than incidental presence.

Defines "bisphenols" as industrial chemical compounds in hard plastics and epoxy resins, including bisphenol A and multiple derivatives, but excludes alkyl-substituted bisphenol compounds generated through a xylenol-aldehyde process.

Defines "PFAS" as chemicals containing perfluoroalkyl or polyfluoroalkyl substances, specifically those with at least one fully fluorinated carbon atom in food packaging contexts.

Defines "food packaging" as containers or wrappers for direct food contact, including cups, bags, tubs, wrapping film, and plastic disposable gloves used in commercial or institutional food service.

Defines "phthalates" as organic chemicals that are esters of phthalic acid with two carbon chains in the ortho position.
