Requires county clerks to send proof copies of ballots to the secretary of state by email at least 58 days before primary elections, in addition to mailing copies to candidates.

Allows county clerks to send proof ballot copies to candidates by email if candidates provide an email address on their affidavit of identity, in addition to required first-class mail delivery.

Establishes a 5 business day deadline for candidates to contact the county clerk by telephone or email with ballot corrections, ending at 4 p.m. on the fifth business day after proof copies are mailed.

Requires county clerks to prepare and sign an affidavit documenting that proof ballots were mailed, listing candidate names and addresses, and stating the mailing dates.

Requires county clerks to email corrected ballots to the secretary of state and took effect immediately upon passage on June 14, 2022.
