Requires eligible used vehicle dealers to establish three training programs: prelicensure training for new applicants/partners/officers, designated individual training offered at least twice quarterly, and continuing education training offered at least twice quarterly with minimum 2 hours per session.

Prelicensure training must be completed within 6 months before applying for an original dealer license; designated individual training must be completed within 90 days of license issuance; continuing education required once every 24 months.

Allows qualified trade organizations (nonprofit, state-based, 5+ years existing, primarily used vehicle dealer members) to conduct approved training programs as alternative to department-conducted training.

Department must approve or deny trade organization applications within 30 days with written notice of reasons for denial; applicants may resubmit corrected applications with 10 business day review period.

Creates dealer training program fund through $5.00 per participant fees from approved trade organizations; department may charge up to $500 initial application fee and renewal fees up to 50% of initial fee; funds used only to administer the training program requirements.
