Prohibits county, city, and township clerks from sending unsolicited absent voter ballot applications to electors, except to those who have specifically requested them or are on a permanent absent voter application list.

Prohibits the secretary of state from sending absent voter ballot applications to any elector.

Requires that absent voter ballot applications not be sent out or made available to electors more than 75 days before an election.

Expands methods for submitting absent voter ballot applications to include email and facsimile in addition to mail and in-person delivery.

Removes village clerks from the list of officials who can receive in-person absent voter ballot applications, limiting it to township and city clerks.
