Defines eligible districts as those where 2020-2021 pupils in membership exceeded the calculation for 2021-2022, with payments equal to the membership difference multiplied by 0.70 and the district's foundation allowance

Requires the department to apply proration on an equal percentage per district if allocated funds are insufficient to fully fund all eligible districts

Establishes special calculation methodology for "2020-2021 pupils in membership" that accounts for pandemic learning participation rates and audited counts from the 2019-2020 school year
