Requires the Department of Social Services to maintain a statewide electronic case management system for child abuse and neglect cases, with authority to contract with vendors for implementation and updates.

Classifies confirmed cases of methamphetamine production, serious abuse or neglect, sexual abuse, or sexual exploitation as central registry cases.

Court convictions for specific offenses involving minors (including child sexual abuse, human trafficking of minors, and crimes resulting in a child's death) must be referred to the department for central registry classification.

Individuals placed on the central registry may request removal through court motion if they can demonstrate the presumption of risk to children is unreasonable, with hearings held no more than once every 10 years.

Effective date is November 1, 2022, contingent upon the enactment of House Bills 5274, 5276, 5277, 5278, and 5534.
