Requires child care organization licensees to cooperate with department investigations, inspections, and examinations by admitting department members, providing access to books and records, and furnishing reasonable facilities for examination.

Authorizes routine investigative functions during inspections including interviewing staff and household members and taking photographs to document conditions and compliance with child care licensing laws.

Requires licensees to provide accurate and truthful information to the department and encourage staff and household members to do the same.

Allows the department, bureau of fire services, and local authorities access to child care organizations to enforce health and fire protection provisions.

Requires licensees to provide child information cards for all enrolled children when the department initiates investigations, inspections, or assessments, and for newly enrolled children if disciplinary action is pursued.
