Amends section 370 to establish procedures for filling vacancies in elective township offices through appointment by the township board or county election commissioners, with special elections called if vacancies are not filled within 45 days.

Allows township boards to appoint a successor within 30 days before a resignation takes effect, provided the resigning official does not vote on their own replacement.

Requires the county clerk to call a special election within 5 calendar days if a township office vacancy is not filled, with county party committees submitting nominees by the fifteenth calendar day.

Specifies that special elections for township vacancies must be held on the next regular election date at least 60 days after the nomination deadline (or 70 days for August primary or November general elections).

Modifies section 719 to reference "county party committees" instead of "city or township party committees" when designating candidates for city and township elections, requiring names be submitted at least 18 days before each election.
