HB 5291 Summary

• Adds definition of "port facility" to Michigan transportation law, including seawalls, piers, wharves, docks, warehouses, ferries, locks, and other commercial facilities alongside navigable waterways used for commercial vessels.

• Creates a maritime and port facility assistance office within the department to assist owners of port facilities in Michigan.

• Office shall administer a grant program for publicly or privately owned port facilities and establish grant award criteria based on impact to direct port activity, freight volume/value, and regional economic development.

• Office shall develop a statewide strategic maritime plan, identify federal funding opportunities for port facility owners, and provide technical assistance for moving goods within and through Michigan.

• Bill takes effect only if Senate Bill 744 of the 101st Legislature is enacted into law; effective date July 19, 2022.
