Permits joint agencies formed under the Michigan energy employment act of 1976 to hold electronic meetings under any circumstances, including those requiring accommodation of absent members.

Requires public bodies maintaining official websites with monthly or more frequent updates to post electronic meeting notices on their homepage or a dedicated webpage with a prominent link at least 18 hours before the meeting.

Mandates that agendas for electronic meetings be published on public websites at least 2 hours before the meeting begins if the public body maintains such an online presence with regular updates.

Maintains requirement that electronic meetings allow two-way communication enabling members and the public to hear and be heard, with provisions allowing typed public comments to be read aloud to satisfy participation requirements.
