Creates a new "licensed specialty medical grower" license category that allows individuals to cultivate and sell marihuana to registered qualifying patients, with a $500 application fee and annual renewal requirement.

Establishes that specialty medical growers must operate in a single enclosed, locked facility at an unzoned or agriculturally/industrially zoned location, display their license, and may designate up to 2 individuals to assist them.

Permits licensed specialty medical growers to sell tested marihuana to registered qualifying patients or transfer overages to licensed growers under the Medical Marihuana Facilities Licensing Act, with all sales tracked in the statewide monitoring system.

Modifies protections for registered primary caregivers to limit assistance to only 1 registered qualifying patient on or after March 21, 2022 (previously allowed up to 5 patients), and restricts caregivers from selling overages.

Adds "authorized individuals" designated by primary caregivers or specialty medical growers to assist with cultivation, subject to marijuana regulatory agency approval, with maximum of 2 assistants per grower.
