Changes references from subsections (2)-(14) to (2)-(15) throughout the section to accommodate new provisions on overdue benefit payments.

Adds new subsection (15) requiring that payment rate limits under subsections (2)-(9) only apply if benefit payments are not overdue under section 3142.

Adds new subsection (16) stating that payment rates under subsections (2)-(9) are not admissible as evidence in actions against insurers for overdue benefits.

Updates the Medicaid definition reference from "1396w-5" to "1396w-6" in the definitions section.

Clarifies that neurological rehabilitation clinics cannot be paid for "treatment or rehabilitative occupational training" (removes reference to "products, services, or accommodations") unless accredited by the Commission on Accreditation of Rehabilitation Facilities or similar organization.
