Prohibits licensees from allowing self-dispensing machines that directly dispense alcoholic liquor to customers, with limited exceptions.

Permits dispensing machines in hotel bedrooms or suites at class A or class B hotel licensees without restrictions.

Allows table or booth-mounted dispensing machines at on-premises establishments if the customer orders from staff, machines dispense maximum 96 ounces per order, do not dispense spirits, and staff monitor compliance.

Permits key card-activated dispensing machines (not at tables) at on-premises establishments with 16-ounce beer, 12-ounce wine/mixed drink per serving limits, 32-ounce daily maximum, no spirits, and mandatory staff monitoring and compliance with age verification requirements.

Establishes penalties of up to $2,000 per violation for age verification violations at establishments with key card dispensing machines, in addition to potential license suspension or revocation.
