Reorders the priority sequence for motorcycle accident victims to claim personal protection insurance benefits, prioritizing the motorcycle operator's and owner's insurers before the motor vehicle operator's and owner's insurers.

Eliminates two former priority levels that directed claims first to the motor vehicle owner/registrant's insurer and then the motor vehicle operator's insurer.

Corrects statutory cross-references from section 3109(2) to section 3109a(2) in subsections addressing policy elections and exclusions for personal protection insurance coverage.

Maintains existing provisions allowing injured persons to skip insurers with opted-out coverage or applicable exclusions and proceed to the next priority level or assigned claims plan.
