• Defines "totally disabled veteran" as an honorably discharged service member with a service-connected total or permanent total disability rating from the U.S. Department of Veterans Affairs or receiving disability retirement pay from a uniformed service branch.

• Extends disabled parking privileges to totally disabled veterans, allowing them to use designated disabled parking spaces and providing parking courtesy exemptions equivalent to those for disabled persons.

• Allows totally disabled veterans to obtain special registration plates (marked "DV" for "disabled veteran") with a $5.00 service fee, with one plate per household exempt from vehicle registration tax if used on a private passenger motor vehicle.

• Requires registration plates issued to totally disabled veterans to include a tab or other indicator displaying the international wheelchair symbol for persons with disabilities, issued free of charge.

• Permits surviving spouses of totally disabled veterans to continue using and renewing the disabled veteran registration plates after the veteran's death, and allows disabled surviving spouses to apply for disability indicators on those plates.
