Adds a new waiver provision allowing the unemployment agency to waive recovery of improperly paid benefits if the payments were made under the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law 116-136) or the Continued Assistance for Unemployed Workers Act of 2020 (Public Law 116-260).

Establishes that this waiver applies without requiring proof that repayment would be contrary to equity and good conscience, making it distinct from existing hardship-based waivers.

Maintains existing waiver provisions for benefits improperly paid due to claimant wage reporting errors, agency administrative errors, or when claimant household income is at or below 150% of federal poverty guidelines.

Requires the unemployment agency to issue annual reports to legislative committees detailing waiver procedures, application numbers, grant and denial rates, and total amounts waived.
