Redefines "established place of business" for class (a) and class (b) dealers to require a permanently enclosed building with at least 150 square feet of office space, standard furniture, utilities, restroom, and listed telephone.

Requires class (a) and class (b) dealers to maintain a minimum of 1,300 square feet of land for displaying at least 10 vehicles plus 650 square feet for customer parking, with adequate surfacing and lighting.

Establishes minimum operating hours of at least 30 hours per week (Monday through Saturday, 7:00 a.m. to 7:00 p.m.) for class (a) and class (b) dealers at their established place of business.

Creates separate "established place of business" requirements for wholesalers, including a permanently enclosed building, prohibition on vehicle display (except storage), exterior signage, and minimum 15 hours per week operating hours; adds 200-foot distance requirement between new wholesalers licensed after January 1, 2022.

Requires wholesalers to clearly disclose their license classification and that purchasers must be licensed dealers when advertising vehicles, and to buy or sell at least 24 vehicles annually to maintain licensure.
