Designates the Michigan Crisis and Access Line as the state's crisis hotline center to provide 24/7 crisis intervention services through the 9-8-8 suicide prevention and behavioral health crisis hotline.

Requires the Michigan Crisis and Access Line to maintain active agreement with the National Suicide Prevention Lifeline, meet its operational and clinical standards, and provide data for quality improvement and evaluations.

Establishes mobile crisis team requirements including composition with licensed behavioral health professionals and peers, community-based design, staff demographics reflecting the community served, and police co-responders only in high-risk situations.

Mandates the Michigan Crisis and Access Line coordinate crisis stabilization services, implement interoperable technology across crisis and emergency response systems, and collaborate with hospitals, emergency departments, and behavioral health providers throughout the state.

Authorizes use of 9-8-8 fund to cover state Medicaid share for mobile crisis team and crisis stabilization unit services, and to offset costs for uninsured individuals after exhausting other federal funding sources.
