Creates the 9-8-8 suicide prevention and mental health crisis hotline fund within the state treasury to support statewide suicide prevention and mental health crisis services

Establishes a monthly state 9-8-8 charge of 55 cents per access line (with adjustments allowed) to be collected by service suppliers from all users and remitted quarterly to the fund

Imposes a prepaid wireless 9-8-8 charge of 2% on retail transactions for prepaid wireless telecommunications services in Michigan, with sellers remitting collections quarterly to the fund

Authorizes the Department of Health and Human Services to expend fund money for 9-8-8 system operations, mobile crisis teams, crisis stabilization units, staff training, and crisis coordination with law enforcement and healthcare providers, with up to 1% of fund money and 5 FTE positions dedicated to administration
