Requires individuals acting as sport fishing guides on inland lakes and streams to obtain a valid sport fishing guide license and valid fishing license beginning March 1, 2021.

Mandates sport fishing guide applicants possess current first aid and CPR certification from American Red Cross, American Heart Association, or comparable organization, valid Michigan identification, and a valid state pilot's license or U.S. Coast Guard captain's license unless guiding without a watercraft.

Prohibits licensing of applicants convicted within the past 3 years of specified fishing violations, any felony, or equivalent violations in participating states, and requires guides to carry a basic first aid kit containing tourniquets, chest seals, compression gauze, CPR mask, trauma shears, eyewash, emergency blanket, bandages, moleskin, and tweezers.

Requires monthly reporting by guides documenting fish species, number of clients, hours fished, catch data, and water bodies used, with civil fines of $100-$500 for late reports and license revocation after four violations.

Sets application fees of $150 for residents and $300 for nonresidents; exempts charter boat operators from fees; allows guides to obtain public boating access passes for $300; and prohibits guiding on commercial forestland with penalties up to $500 for first violation and $1,000 for subsequent violations.
