Adds new prohibition preventing persons convicted of a misdemeanor involving domestic violence from possessing, using, transporting, selling, purchasing, carrying, shipping, receiving, or distributing firearms or ammunition for 8 years after completing all fines, imprisonment terms, and probation conditions.

Defines "misdemeanor involving domestic violence" as a state, local, or federal misdemeanor (punishable by up to 1 year imprisonment) involving a spouse, former spouse, dating partner, parent of a common child, or household resident.

Maintains existing 3-year firearm and ammunition restrictions for other felony convictions and 5-year restrictions for "specified felonies" (involving physical force, controlled substances, firearms, explosives, or burglary/arson).

Preserves existing felony penalties of up to 5 years imprisonment or $5,000 fine for violating firearm and ammunition possession restrictions.

Clarifies that convictions that have been expunged, set aside, or pardoned do not trigger restrictions unless the expunction order or pardon expressly prohibits firearm or ammunition possession.
