• Extends the deadline for discontinuing quality assurance assessments on nursing homes and ambulance providers from October 1, 2023, to allow continued collection after that date if federal matching funds remain available.

• Requires the Department of Health and Human Services to refund overpaid quality assurance assessments to health facilities and agencies within 90 days of determining an overpayment occurred for assessments collected after January 1, 2018.

• Maintains existing fee schedules for health facility licenses and certificates of need, including $500.00 per facility license for surgical centers and hospice facilities, and tiered application fees for certificates of need based on projected capital expenditures.

• Preserves restrictions that quality assurance assessment funds must be used only for Medicaid reimbursement rate increases and that assessments cannot be collected if ineligible for federal matching funds.
