Transfers raffle licensing and oversight from the state lottery bureau to the Michigan Gaming Control Board.

Authorizes qualified organizations to conduct internet raffles with ticket sales limited to Michigan residents, with winners determined in-person at the licensed location.

Limits each qualified organization to a maximum of 2 internet raffle licenses per calendar year, each valid for only 1 drawing date.

Establishes an internet raffle license fee of $75.00 and prohibits cash prizes or cash equivalents as raffle prizes for internet raffles, except gift cards up to $250.00 per drawing.

Requires board approval of payment processors and prohibits processors from issuing tickets or determining winners; raffles tickets cannot be sold through kiosks or machines.
