Adds etizolam and substances listed in MCL 333.7212(1)(y) as controlled substances with specific criminal penalties in Michigan's Public Health Code.

Establishes felony penalties for manufacturing or delivering etizolam: up to 15 years imprisonment and $1,000,000 fine for 1,000 grams or more; up to 7 years and $500,000 fine for 450-999 grams; up to 4 years and $20,000 fine for 50-449 grams.

Establishes misdemeanor penalties for possession of etizolam: up to 1 year imprisonment and $2,000 fine under possession statutes; up to 90 days imprisonment and $100 fine under use statutes.

Modifies existing penalties for narcotics possession by adding a new threshold tier for 25-49 grams (up to 4 years and $25,000 fine), splitting the prior "less than 50 grams" category.

Bill's effectiveness is contingent on House Bill 4089 of the 101st Legislature being enacted into law.
