Requires mobile home park owners or operators to notify the department, residents, and local municipality/county of intent to change land use or sell the park.

For parks without a homeowners' association or cooperative, owners must provide written notice to residents at least 10 days before the first scheduled closing.

For parks with a homeowners' association or cooperative, owners must provide 30 days' to 1 year's advance notice of intent to sell or list the property, if the association meets specified conditions and has expressed interest in purchasing.

Allows homeowners' associations or cooperatives to consider purchase offers during the notice period and permits assignment of purchase rights to municipalities, counties, local housing authorities, or nonprofit affordable housing entities.

Requires new owners to notify the department within 30 days of sale and obtain an operating license; allows residents to sue for actual damages plus attorney fees if owners fail to comply with notification requirements.
