Adds "certified renovator" and "dust sampling technician" as new disciplines requiring training and certification for lead-based paint activities and renovation work.

Expands the Public Health Code to regulate renovations that disturb painted surfaces in pre-1978 buildings, requiring adherence to EPA work practice standards and proper containment methods including vertical containment.

Changes the state agency name from "Department of Community Health" to "Department of Health and Human Services" throughout the lead abatement provisions.

Reduces certain certification and accreditation fees: initial accreditation from $475 to $450 per discipline, annual reaccreditation from $265 to $250 per discipline, and inspector/risk assessor/project designer fees from $150 to $125 per year.

Requires department rules to adopt EPA renovation regulations (40 CFR part 745) by reference and explicitly permits vertical containment use in renovations and lead-based paint activities.
