Adds Section 30k to establish a streamlined process for mobile home owners who have lost or never received the certificate of title when acquiring real property with an affixed mobile home that has been on the property for 15 years or more.

Allows owners to submit an affidavit of missing title to the Department of State instead of the standard affidavit of affixture process, which automatically extinguishes any prior security interests in the mobile home after the 15-year period.

Requires the affidavit of missing title to include mobile home description, property address, legal description, proof the wheels and running gear were removed, and statement that no debt payments are currently being made on the mobile home.

Permits the Department of State to obtain the manufacturer's serial number from its mobile home records database or provide a replacement serial number if the original cannot be located.

Allows secured parties to preserve their security interest before the 15-year period expires by recording notice of the security interest with the county register of deeds.

Takes effect 90 days after enactment (effective June 13, 2022).
