Amends Michigan's sentencing guidelines to add "offense variable 32" for crimes against persons, property, or public safety where applicable to case facts.

Allows courts to reduce a defendant's offense variable score by up to 5 points if the defendant completed at least 30 days of substance use disorder treatment with proof of attending individual or group therapy at least twice weekly before sentencing.

Allows courts to reduce a defendant's offense variable score by up to 5 points if the defendant completed at least 30 days of mental health treatment under care of a licensed therapist, psychiatrist, or psychologist with proof of attending individual or group therapy at least twice weekly before sentencing.

Restricts total reduction from offense variables 24, 27, 29, 30, 32, and 34 to no more than 2 offense variable levels on the applicable sentencing grid.

Takes effect 90 days after enactment.
