Requires the department to establish data matching agreements with the state lottery bureau, Michigan gaming control board, and other relevant agencies to identify households with lottery or gambling winnings of $3,000 or more on at least a monthly basis, with monthly reviews and case adjustments as necessary.

Mandates the department receive and review information on at least a monthly basis from the state registrar regarding death records and other circumstances affecting Medicaid eligibility for enrolled individuals.

Requires the department to receive and review unemployment insurance data at least quarterly to identify changes in employment or wages that may affect Medicaid eligibility for enrolled individuals.

Prohibits the department from accepting eligibility determinations from federal health insurance exchanges under 42 USC 18041(c), though assessments may be accepted with department verification and final eligibility determination.

Establishes a three-strike enforcement system for qualified hospitals making presumptive eligibility determinations, with mandatory training required after first and second violations and disqualification from making determinations after a third violation within one year.
