Creates a new category of health facility called "recovery care centers" that provide postsurgical and postdiagnostic medical and nursing services to patients recovering from procedures performed in freestanding surgical outpatient facilities.

Establishes licensing requirements for recovery care centers, including ownership requirements (at least 50% ownership/governance by freestanding surgical outpatient facility operators), maximum 5 recovery beds per surgical room, 72-hour maximum patient stay, and location within 35 miles of an acute care hospital.

Requires recovery care centers to establish medical screening criteria, evidence-based surgery guidelines, and patient safety standards; must have written agreements with nearby hospitals for emergency admissions or ensure physicians have hospital admitting privileges.

Sets annual licensing fee for recovery care centers at $500.00 per facility license (effective until October 1, 2023).

Requires recovery care centers to report to the department on procedure types, patient stay duration, medical acuity, payer types, and frequency of transfers to hospitals.
