Increases the hourly limitation for in-home attendant care provided by related individuals, household members, or those with pre-existing relationships from the worker's compensation rate to 56 hours per week for a single individual.

Allows unlimited total hours of attendant care when provided by multiple individuals from the same categories (relatives, household members, or those with prior relationships), rather than capping total hours.

Maintains insurer liability to reimburse reasonable charges for all reasonably necessary attendant care services in accordance with existing law, notwithstanding the hourly limitations.

Permits insurers to contract for attendant care benefits exceeding the 56-hour weekly limitation through negotiated agreements.

Applies to treatment and rehabilitative occupational training rendered after July 1, 2021, with Medicare-based reimbursement percentages that decline over time (200-250% of Medicare amounts depending on provider type).
