Adds the word "medical" throughout Section 3157 to clarify that payment caps apply specifically to medical treatment, excluding nonmedical products, services, and accommodations.

Defines "medical treatment" as health care services rendered by medical, mental, or behavioral health professionals, explicitly excluding transportation, vehicle modifications, food, housing, residence modifications, guardianship, case management, durable medical equipment, medications, attendant care, and similar nonmedical items.

Clarifies that payment caps in subsections (2) through (9) and (12) do not apply to nonmedical products, services, and accommodations listed in the new definition.

Updates the Medicaid definition reference from "1396w-5" to "1396w-6" to reflect current Social Security Act provisions.

Preserves existing Medicare-based reimbursement percentages (ranging from 190% to 250% depending on provider type and service date) while limiting their application to medical treatment only.
