Updates statutory language by replacing "shall" with "must" throughout the section and making minor formatting corrections such as capitalizing "Consumer Price Index" and "Bureau of Labor Statistics."

Clarifies that blood specimen retention and research standards comply with 45 CFR 46.101 to 46.124 (federal regulations on human subjects research protection) rather than referencing outdated regulatory citations.

Takes effect 90 days after enactment into law.
