Changes school bus stop violation enforcement from operator liability to registered vehicle owner liability, creating a rebuttable presumption that the owner was driving at the time of violation.

Establishes a civil fine of not more than $500.00 for failing to stop for a school bus, passing a school bus in violation, or violating substantially similar local ordinances.

Authorizes use of stop-arm camera system photographs and video recordings as evidence in school bus violation proceedings, with school districts required to provide such evidence to law enforcement upon request.

Directs all fines imposed and paid for school bus violations to be paid directly to the school district that operates the school bus, rather than to public libraries or county law libraries.

Makes the act effective only upon enactment of House Bills 5501 and 5508 from the 101st Legislature.
