Appropriates $139,840,000 in supplemental funding for fiscal year ending September 30, 2022, including $106,840,000 in federal revenues and $24,070,000 in state general fund appropriations.

Allocates $4,070,000 to the Department of Attorney General for limited-term staff to investigate and prosecute unemployment insurance fraud cases involving claimant fraud, employer fraud, and identity theft through September 30, 2026.

Allocates $135,770,000 to the Department of Labor and Economic Opportunity, including $100,000,000 for the unemployment compensation fund to offset fraud and improper payments during COVID-19.

Provides $28,930,000 to the Michigan Unemployment Insurance Agency for customer service improvements ($20,000,000) and enhanced fraud enforcement with 52 term-limited employees ($8,930,000) through September 30, 2026.

Requires all contract and limited-term staff to undergo criminal background checks, confidentiality agreements, data governance training, and mandates network access termination within 24 hours of employment cessation.
