Eliminates appropriations for public universities ($1,553,483,000.00), state and regional programs ($316,800.00), and financial aid programs ($147,783,200.00), reducing them to $100.00 total.

Makes technical corrections by replacing "shall" with "must" and "pursuant to" with "under" in payment distribution and authorization provisions.

Removes appropriations from the water emergency reserve fund ($100.00) and federal revenue allocations for higher education programs.
