Requires persons selling consumer fireworks to obtain and maintain an annual consumer fireworks certificate from the department.

Establishes civil fines for violations: up to $5,000 for first violation, up to $20,000 for second violation, and up to $40,000 for third or subsequent violation.

Sets certificate fees at $1,250 for permanent retail locations and $1,000 for non-permanent locations ($700 if applicant has 10 or more non-permanent locations).

Modifies surety bond requirements for non-permanent location applicants without existing permanent location certificates, capping total bond at $25,000 or $5,000 per location, whichever is less.

Requires certificate holders to prominently display the original or copy of certificate at each retail location, with a $200 civil fine for violation.
