Adds administrative review process for former applicants or licensees whose child care organization license was denied, revoked, or refused renewal based on placement on the original central registry prior to the new electronic case management system.

Request for administrative review must be submitted in writing to the department director within 60 days of receiving written notification that the person is no longer listed on central registry.

Department director must complete review within 90 days and notify the person in writing of the final decision regarding enforcement of the 5-year prohibition on licensure.

If the department waives the 5-year prohibition, the former applicant or licensee may apply for a new license; if the prohibition is enforced, the person may appeal under the Administrative Procedures Act.

Effective date: November 1, 2022; takes effect 180 days after enactment and only if House Bill Nos. 5275 and 5594 are also enacted into law.
