Redefines "abortion" throughout the Public Health Code to mean the intentional termination of pregnancy using instruments, drugs, or devices for purposes other than increasing live birth probability, preserving the child's life or health after birth, or removing a naturally deceased fetus; excludes contraceptive drugs and devices that prevent implantation.

Removes references to sections 17015, 17015a, 17017, 17515, and 17517 from disciplinary grounds in section 16221, eliminating specific abortion-related violations from health professional licensing discipline standards.

Updates section 22224 to exclude abortion procedures from the annual minimum surgical procedure count when freestanding surgical outpatient facilities apply for certificates of need for surgical services.

Makes conforming technical amendments to sections 10102, 16299, 20106, 20131, and 16226 including removing references to repealed abortion statutes and updating language from "upon" to "on" and "assure" to "ensure."

Takes effect 90 days after enactment and is contingent on Senate Bill or House Bill 5542 being enacted into law.
