Amends the "Born Alive Infant Protection Act" (2002 PA 687) to redefine "abortion" to mean intentional termination of pregnancy using instruments, drugs, substances, or devices for purposes other than increasing probability of live birth, preserving child's life or health after birth, or removing a naturally deceased fetus.

Specifies that abortion does not include drugs or devices that prevent pregnancy or implantation of an embryo.

Retains existing definition of "live birth" as complete expulsion or extraction of a product of conception showing evidence of life including breathing, heartbeat, umbilical cord pulsation, or definite voluntary muscle movement.

Takes effect 90 days after enactment, contingent upon passage of House Bill No. 5542 of the 101st Legislature.
