Prohibits research on organs, tissue, or cells from dead embryos, fetuses, or neonates obtained from an abortion, with exceptions for research that increases probability of live birth, preserves child's health after birth, or preserves mother's life.

Prevents physicians and associated persons from financially benefiting from or receiving compensation for allowing access to or transferring aborted fetal remains to third parties, with exceptions for hospitals and hospital employees.

Requires all fetal remains from abortions to be disposed of by interment, cremation, or incineration; physicians must arrange final disposition without requirement to discuss or obtain mother's authorization.

Defines "elective abortion" to exclude contraceptives, emergency procedures to avert mother's death, and treatment for miscarriage or ectopic pregnancy.

Takes effect 90 days after enactment.
