Amends Michigan's criminal procedure sentencing guidelines (MCL 777.13k) to add 13 felonies related to embryonic and fetal research, HIV transmission, and related offenses to the sentencing guidelines framework.

Establishes sentencing guidelines for offenses including use of live human embryos for nontherapeutic research (MCL 333.2685), research on dead embryos without consent (MCL 333.2688), and abortion performed to obtain an embryo or fetus (MCL 333.2689), each with a maximum sentence of 5 years.

Adds sentencing guidelines for sale or delivery of fetuses, embryos, or neonates (MCL 333.2690(1)-(2)) with 5-year maximums, and establishes 4-year maximums for unauthorized HIV transmission offenses (MCL 333.5210(1)-(2)).

Includes sentencing guidelines for unauthorized disclosure of Social Security numbers on subsequent offense (4-year maximum), disclosing confidential abortion information (3-year maximum), failure to report discovered dead bodies (5-year maximum), and fraud resulting in patient death (4-year maximum).

Takes effect 90 days after enactment only if House Bill No. 5558 of the 101st Legislature is also enacted into law.
