Establishes minimum signal strength requirement of -95 dBm for systems in buildings undergoing additions, remodeling, or reconstruction covered by construction bonds, with coverage required in all facility areas

Requires emergency responder radio coverage systems to be installed, tested, and maintained according to the state construction code, the fire prevention code, and Section 510 of the International Fire Code (2018 edition) for new buildings

Defines "administrative authority of a school building" as the superintendent, principal, chief administrative officer, or other person with supervisory authority over the school building
