Replaces "shall" with "must" throughout section 224 of the Michigan Vehicle Code for consistency in mandatory language.

Digital printing competitive bid specifications must include: multiple sourcing requirements, avoid single-source designs unless necessary, provide contractor training for current labor force, and ensure compatibility with existing Department of Corrections equipment.

Removes the January 1, 2015 effective date and clarifies that registration plates issued by the department cannot be renewed 10 years after issuance, with owners required to obtain replacement plates upon payment of applicable fees.

Defines "digital printing method" as a printing process where registration plates are digitally printed and then laminated to an aluminum substrate.
