Modifies the maintenance of effort baseline for county secondary road patrol and traffic accident prevention funding to October 1, 2021, in addition to the existing October 1, 1978 baseline, using whichever year shows lower expenditures or service levels.

Requires counties receiving grants to continue road patrol services at levels matching the lesser of their October 1, 1978 or October 1, 2021 baseline, unless reduced due to economic conditions affecting general services rather than just law enforcement.

Maintains existing requirements for counties to enter agreements with the office of highway safety planning, submit annual reports by April 1, and use grant funds only for approved purposes including personnel, equipment, park enforcement, and traffic safety programs.

Effective immediately upon approval on September 27, 2022.
