Adds authority for the Secretary of State to capture and reproduce elector signatures from enhanced driver license, enhanced state personal identification card, and other state identification applications (2008 PA 23 and 1972 PA 222) in addition to existing Michigan Vehicle Code sources.

Requires the most recent digitized signature captured from these expanded identification sources to be included in the qualified voter file under section 509q.

Designates digitized signatures captured from the newly authorized state identification sources as exempt from public disclosure under the Freedom of Information Act.

Makes conforming language changes throughout the affected sections, including replacing "person" with "individual," "voter's" with "elector's," "shall" with "must," and "pursuant to" with "under."

Maintains existing protections for program participants in the address confidentiality program by requiring their unique identification numbers and file information remain confidential.
