Extends the deadline for public bodies to hold fully remote meetings from March 31, 2021 to March 31, 2022, retroactive to March 18, 2020.

After March 31, 2022, electronic meetings are limited to circumstances where members are absent due to military duty, with non-military members required to be physically present.

Allows agricultural commodity groups (including beef, potato, and bean industry commissions) to hold electronic meetings under any circumstances, even after March 31, 2022.

Requires public bodies with internet presences to post meeting notices at least 18 hours in advance on their websites, including information about electronic participation methods and accessibility for persons with disabilities.

Mandates that electronic meetings permit 2-way communication so public members can hear and be heard, including through typed comments read aloud, and prohibits requiring registration as a condition of participation.
