Extends the energy waste reduction standard for electric providers from 2021 through 2026, requiring 1.0% annual incremental energy savings of total retail electricity sales

Removes the December 31, 2021 sunset provision that would have exempted electric providers whose rates are not regulated by the commission from energy waste reduction plan requirements

Changes language in section 73 from "attempting" to "designed" when describing how energy waste reduction plans influence customer consumption patterns

Eliminates the January 1, 2022 exemption for electric providers from cost-effectiveness suspension provisions, making all providers subject to program suspension if deemed not cost-effective

Maintains existing requirements for municipal and cooperative utilities to report to governing bodies and customers, and for the commission to submit annual evaluations to the legislature
